Protocol for allocating properties to prospective tenants

At BrixHousing, we believe it is important that everyone understands how rental properties are allocated. This protocol complies with the Good Landlordship Act and is intended to ensure transparency, fairness, and care in our dealings, with equal opportunities for everyone. In this way, we want to actively contribute to preventing discrimination, including housing discrimination. We therefore wish to distance ourselves from any form of preventing (housing) discrimination. We therefore wish to distance ourselves from any form of (housing) discrimination.

Who is who?

BrixHousing: We act as an authorized organization by and for the client. On behalf of the owner (our client), we offer rental properties as managers, guide the process, and are the first point of contact for (prospective) tenants. 

Prospective tenant: A person (or persons) who shows interest in a rental property offered through BrixHousing. They then register on the website for the property they are interested in or have already registered. BrixHousing then contacts them to find the most suitable rental property we currently have on offer. 

What is our goal?

Our clients want to rent their property(ies) to the most suitable tenant: someone who, based on the information available, we can expect to meet their rental obligations in a neat, timely, and correct manner. The selection is made carefully, based on objective criteria, without arbitrariness or prejudice.

Basic information to be obtained from the prospective tenant: 

  • Name (first and last name)
  • Current address and place of residence 
  • Telephone number 
  • Email address 
  • Copy of ID (social security number and passport photo may be obscured)
  • Family composition: living alone, cohabiting, with or without children 
  • Total monthly net income 
  • Income statement from the tax authorities 
  • Employment contract(s) and/or employer statement(s) 
  • Proof of income (salary statement and recent bank statements showing net salary) 
  • Amount of current rent 
  • A landlord's statement 
  • The information necessary to determine whether the prospective tenant(s) are eligible for a housing permit (if obtaining one is required in the municipality where the property is located).

No information is required about: 

  • Ethnic or cultural background
  • Religious identity 
  • Political preference 
  • Sexual orientation 
  • Gender identity and/or expression 
  • Physical or mental health

Criteria that Brixhousing takes into account when it comes to allocation:

  1. Response speed

The basic rule is: first come, first served. The initiative to respond to an offered property lies with prospective tenants. In the event of many responses, it is therefore possible that certain prospective tenants will no longer be invited for a viewing and are rejected. 

  1. Source of income/type of employment contract 

A permanent employment contract with a reputable employer is preferred. This gives the client the most financial security. Temporary employment contracts, (recent) self-employment entrepreneurship, and other forms of income such as alimony, an internship allowance, a guarantee by third parties, an inheritance, rental income, etc., can also lead to the allocation of a rental property, but this is case-by-case. 

  1. Level of income 

After any minimum income requirement, the highest (combined) income is preferred. This gives the client the most financial security with regard to the fulfillment of the financial obligations under the lease agreement. In this way, we try to prevent late payments. 

  1. Solid and verifiable positive rental history 

A prospective tenant with a positive and verifiable landlord’s statement is preferred. Prospective tenants without a demonstrable rental history are customized, as this requires further information or investigation. 

  1. A positive screening of ID proof and solvency 

A prospective tenant can only be allocated a home subject to the proviso that their identity can be verified and their financial capacity is in order. To assess this, Brixhousing carries out a thorough screening. Part of this screening is a manual check of the authenticity features of the ID carried out by Brixhousing. This check can be carried out, for example, using the DutchID app offered by the Dutch government. The result of this screening may lead to rejection (even after an initial allocation).

  1. Household composition 

It is important that there is an appropriate composition of residents per home. This is to prevent nuisance and damage, but also to prevent overcrowding of homes, for example. Therefore, the composition of residents per home will be taken into account when allocating the composition of residents per dwelling. Depending on the type of dwelling,certain compositions are preferred. This is customized per dwelling. 

  1. Suitability in (the vicinity of) the offered dwelling 

In some cases, the location of the rental dwelling or its characteristics may mean that certain prospective tenants are, in principle, more suitable than others. 

  1. Awarding by the client

For each property offered, Brixhousing ultimately makes the choice between the prospective tenants. After preparation and review of the information provided, a completely objective and decisive choice will be made.
